The despatch at No. 29 recommends Inspector Willcox, of the Hong Kong Police Force, for promotion to a vacancy in the Gazetted ranks of the Force.

The earlier despatch at No. 25 explains the present policy of filling vacancies in the gazetted ranks of the Police Force from among officers of the Inspectorate, rather than by the appointment of young and inexperienced candidates from this country.

Mr. Shute agrees with the recommendation in favour of Inspector Willcox, but in his minute of 20th May points out that, as this promotion would involve admission to the Colonial Police Service, the recommendation should be approved by higher authority, and we should ask Hong Kong to send us a personal record form. I therefore send these papers forward for approval of the Governor's recommendation in No.29.

I draw attention however to the fact that similar recommendations in the despatches at Nos. 24 and 25 were approved without their having been seen by higher authority. The cases are those of Messrs. Ritchie, Mottram, and Frazer, formerly inspectors, who have been appointed Assistant Superintendents on probation. In approving the promotion of Inspector willcox, if this is agreed, we should ask the Acting Governor to forward personal record forms for Messrs. Ritchie, Mottram, and Frazer, as well as for Mr. Willcox.
